An investment tender for the construction and operation of new photovoltaic systems is part of the ongoing Luxembourg photovoltaic tenders. It runs until October 17, 2025. The government plans to increase subsidies for photovoltaic systems combined with battery storage. Another Luxembourg photovoltaic tender offers 15-year market premium contracts for solar power fed into the grid. This tender runs until November 28, 2025.
Luxembourg’s Ministry of Economic Affairs has launched two new calls for tenders for photovoltaic systems . The first offers companies investment support for the construction and operation of photovoltaic power plants. This is the fourth call of its kind in Luxembourg, with selected applicants receiving a subsidy once their photovoltaic system is operational.
The tender, part of the Luxembourg photovoltaic tenders, has a total budget of 20 million euros. It is divided into three lots. The first lot covers photovoltaic systems with a capacity of up to three megawatts. These must be installed on building roofs or in areas with commercial activities. The second lot targets systems on buildings with unconventional construction methods. This includes the use of lightweight modules on roofs, with a capacity of up to two megawatts. The final lot covers photovoltaic systems used as roofs with a capacity of up to three megawatts. The photovoltaic systems must exceed 30 kilowatts.
For the first time, each lot includes sublots for photovoltaic systems combined with storage. A statement from the Luxembourg Ministry states that these sublots will offer higher subsidies to encourage companies to install battery storage and further optimize the use of generated electricity.
Bids for this tender can be submitted until October 17, 2025.
The second call for proposals concerns projects eligible for operating aid.
The government will offer selected companies a 15-year market premium contract. Under this agreement, the authorities will remunerate photovoltaic systems based on the electricity they generate and feed into the grid.
This is Luxembourg’s seventh tender of this kind. The government is tendering a total of 45 megawatts, divided into four lots.
The lots include photovoltaic systems on industrial sites, on building roofs, as canopies, or in bodies of water, as well as innovative systems such as facade systems.
Some of the lots include further subdivisions. For example, in lots 2 to 4, developers can submit bids for photovoltaic systems ranging from 200 to 500 kilowatts and from 500 kilowatts up to 2 to 3 megawatts.
For industrial sites, only one category is provided, and this refers to photovoltaic systems between 500 kilowatts and 20 megawatts.
Bids for this tender are possible until November 28, 2025.
Both calls for tenders are part of a series of measures adopted by the Luxembourg government this year to promote the installation of renewable energy systems.
According to the International Renewable Energy Agency (IRENA), the cumulative photovoltaic capacity in Luxembourg reached 523 megawatts by the end of last year. By the end of 2023, it was 394 megawatts.
